Housing Grants

Most "housing grants" people search for fall into one of two categories: help paying rent right now, or help buying a home. The federal government runs major programs in both, but very few are cash grants paid directly to individuals. Most work as vouchers, low-cost mortgages, or down payment assistance routed through state housing agencies.

Help paying rent: Section 8 / Housing Choice Voucher

The Housing Choice Voucher Program (Section 8) is the federal government's largest rental assistance program. Once you receive a voucher, you find a private rental that meets HUD quality standards, and the program pays part of your rent directly to the landlord.

Vouchers are administered by around 2,000 local Public Housing Agencies (PHAs). To apply, contact the PHA in the area where you want to live. Eligibility depends on income (typically below 50% of your area's median income, with priority for households below 30%), family size, citizenship status, and rental history.

A realistic warning about waiting lists: demand far exceeds supply. Many PHA waiting lists are closed; when open, they often use a lottery. Wait times after being placed on a list can run from months to several years. Apply to multiple PHAs in your area, and check HUD's Resource Locator for openings.

Help buying a home: government-backed loan programs

There's no federal program that gives most people a cash grant to buy a house. What does exist are federally backed loan programs that dramatically reduce the down payment required:

  • FHA loans — 3.5% down with credit scores as low as 580; backed by the Federal Housing Administration
  • VA loans — 0% down for eligible veterans, active-duty servicemembers, and qualifying spouses
  • USDA Rural Development loans — 0% down for moderate-income buyers in eligible rural and many suburban areas
  • Conventional 3%-down programs — HomeReady (Fannie Mae) and Home Possible (Freddie Mac) for buyers with good credit

State and local down payment assistance

This is where actual grant money often lives. Every state has a housing finance agency (CalHFA, NYHCR, Virginia Housing, etc.) that runs first-time homebuyer programs combining low-rate mortgages with down payment and closing cost assistance — sometimes as forgivable second loans, sometimes as outright grants of $5,000 to $20,000 or more.

To find yours, search "[your state] housing finance agency" or use HUD's state-by-state homeownership directory. Many programs require completing a HUD-approved homebuyer education course.

Other housing help

  • HUD-approved housing counseling — free or low-cost counselors who help with buying, renting, foreclosure prevention, and reverse mortgages. Call (800) 569-4287 to find one near you.
  • Public housing — owned and operated by local PHAs; apply through the same agency that runs Section 8 in your area
  • Emergency rental assistance — funded through state and local programs; dial 211 to find what's available where you live
  • USDA Section 504 home repair grants — up to $10,000 for very-low-income elderly homeowners in rural areas to remove health and safety hazards
